White House issues veto threat on GOP fiscal plan

WASHINGTON (AP) ? The White House is threatening a presidential veto of a Senate Republican measure that would give President Barack Obama more authority and flexibility to find $85 billion in spending cuts this year. The measure is intended to replace the automatic across-the-board cuts scheduled to kick in Friday.

The White House says it instead backs a Democratic measure to replace the cuts with tax hikes on millionaires and spending reductions over 10 years.

Neither bill is likely to survive Senate procedural obstacles Thursday.

The White House says there is no way to cut $85 billion over the remaining seven months of the fiscal year without "drastically affecting national security and economic policies." A statement by the White House budget office says Obama's advisers would strongly recommend he veto the Republican proposal.

But for the teams that come to Indianapolis to scout, the priority isn?t anything that happens on the field, but rather behind the scenes at the hospital.

The medical checks shared by 32 teams are the primary benefit for most teams.

National Football Scouting president Jeff Foster asked teams years ago to list their priorities, and the results were loud and clear.

?All 32 teams, medicals were No. 1,? Foster told Mike Chappell of the Indianapolis Star. ?All 32 teams, interviews were No. 2. Then there was a mix between the on-field stuff and the psychological testing.?

So for the seven-day duration, players are poked and prodded and tested and quizzed on their medical histories, with no detail to minute.

?This will be the most comprehensive exam they can ever hope to get,? said Dr. Arthur Rettig, one of the Colts team doctors. ?If possible, you want to save [a team] from investing a few million dollars in someone who may play one year and then he?s done.

?It?s our job to try and predict that.?

Retting said he expected to order up 350 MRI scans, using 17 machines they have on hand, including three mobile ones at Lucas Oil Stadium. In the past, they?ve found tumors in players while looking at other injuries.

Colts tackle Anthony Castonzo said he was amazed by the thoroughness of the process, going through six orthopedic stations, X-rays, MRIs, along with heart tests, baseline concussion tests and drug scans.

?You basically lay on a table in the middle of the room and you?ve got people coming over and poking and prodding on you, fiddling with your ankle or your knee or whatever it is you possibly had wrong,? Castonzo said. ?You kind of feel like a corpse at the morgue. Everyone is trying to figure out what?s wrong.?

For NFL teams trying to avoid investing millions in a bunch of stiffs, the process is worth it.

Several participants discussed the possible complications that additional purchases could cause for the eventual withdrawal of policy accommodation, a few mentioned the prospect of inflationary risks, and some noted that further asset purchases could foster market behavior that could undermine financial stability."

While the Fed has agreed to further study the risks and rewards of QE3, many investors are simply nervous and looking for a reason to sell. Add in the fact that with one negative quarter of GDP already in the books, we are halfway home to officially plunging back into recession and some market watchers see a damned-if-you-do, damned-if-you-don't scenario for the Fed.

"I believe that you have tremendous headwinds [hitting] the economy in 2013," Michael Pento, the President of Pento Portfolio Strategies says in the attached video. They include increased taxes, rising interest rates and record gasoline prices for the winter driving season. "If you add all that up, it's easy to understand why the Walmart customer has pulled back."

If he's right and we, indeed, see growth slow further, Pento says that Federal Reserve Chairman Ben Bernanke would never just "sit on his hands and do nothing" while the economy implodes and unemployment rises. In fact, he says, should the double-dip become a reality, then he's certain Bernanke and the Fed would once again take the easy way out and "increase the amount of monthly debt purchases" from the current $85 billion to perhaps as much as $150 billion.

It would certainly be a controversial move. However, it's one Pento considers to be "the most likely course of action," given the Fed's history of taking the painless route ? at least for the short-term.

That's because, despite Bernanke's assurances that he will be able to manage the biggest deleveraging in history, the Fed chief "doesn't understand that his balance sheet is unshrinkable." Pento adds, "Bernanke's devotion to inflation is deadly for the economy."

To be fair, the Bernanke doctrine of endless intervention has, so far, not stoked inflation. However, Pento says "the minute he stops purchasing [bonds], interest rates will skyrocket" and the yield on the 10-year Treasury would jump to 3.5%.

Stanford University is first college to raise $1B

SAN FRANCISCO (AP) ? Stanford University has set a new record in college fundraising, becoming the first school to collect more than $1 billion in a single year.

For the eighth straight year, Stanford ranked first in the Council for Aid to Education's annual college fundraising survey, which was released Wednesday.

The report found roughly 3,500 U.S. colleges and universities raised $31 billion in the 2012 fiscal year. That's 2.3 percent more than the previous year but just below the 2008 record of $31.6 billion.

Topping the list was Stanford at $1.035 billion, followed by Harvard University at $650 million, Yale University at $544 million, the University of Southern California at $492 million and Columbia University at $490 million.

The top 10 fundraising schools collected $5.3 billion, or 17 percent, of the $31 billion.

TV anchor Robin Roberts returns to Good Morning America show

NEW YORK (Reuters) - Robin Roberts, a co-host of ABC's "Good Morning America," returned to the popular morning news show on Wednesday, five months after a bone-marrow transplant for a rare blood disorder that was triggered by cancer treatment.

Roberts, 52, was welcomed back with a special edition of the show that began with a taped message from President Barack Obama and his wife, Michelle.

"Good morning, America, and welcome back, Robin," the first lady said.

Roberts said she had waited 174 days to return to the show and was pinching herself so she knew it was real.

"This is really happening," she said. "Faith, family and friends have brought me to this moment and I am so full of gratitude."

Roberts took a medical leave of absence in August to fight the blood disorder myelodysplastic syndrome. Five years earlier she had been treated for breast cancer.

ABC News announced that Roberts will interview Mrs. Obama later this week for next Tuesday's show. The first lady's program to fight childhood obesity will be among the topics.

"Robin, we just want you to know that the whole Obama family, we've been thinking about you and praying for you and rooting for you every step of the way," Mrs. Obama said in the message.

Oprah and former U.S. Secretary of State Hillary Clinton were among the celebrities who offered Roberts their best wishes on her return to "Good Morning America," which has bumped NBC's "Today" show from the top spot in the ratings last year.

The show has remained ahead while Roberts was away as guests co-hosts filled in for her.

Roberts said she first realized something was wrong with her health a year ago while covering the Academy Awards in Los Angeles. She saw a doctor after suffering from exhaustion and the blood disorder was discovered.

Her doctors said they will monitor her condition to make sure she does not overdo it. The nurses and doctors who cared for her were on the show Wednesday, along with her siblings and friends.

Military judge to issue Samaha indictment

BEIRUT: Military Investigative Judge Riad Abu Ghayda will issue a final indictment against former Information Minister Michel Samaha Wednesday, judicial sources told The Daily Star.

The sources said Tuesday that Abu Ghayda has finalized the indictment and he will submit it within the next 24 hours to the Military Tribunal.

They added that Abu Ghayda will submit his indictments against Samaha and two other Syrian officials identified as Syrian Gen. Ali Mamlouk and Col. Adnan, whose real identity is unknown.

The investigative judge will refer the case to Military Tribunal head Brig. Gen. Khalil Ibrahim.

Samaha, a longtime ally of the Syrian leadership, was arrested by the Internal Security Forces? Information Branch last year on charges of transporting explosives from Syria and plotting terror attacks in Lebanon.

Asked whether the Military Tribunal would hold a trial for the Samaha case in the next few weeks, one judicial source said it was highly unlikely.

?Once the indictment is made in the Samaha case, it will take months to get to the court due to judicial procedures,? the source said.

The evidence, which includes audio recordings implicating Samaha in terror plots with officials from the Syrian regime, is still with the Internal Security Forces? Information Branch, an issue that Samaha?s lawyer argues impedes a fair trial.

Samaha?s lawyer Sakhr al-Hashem said the defense has yet to be briefed on the evidence that the court has against the former minister.

?The day the case was handed to the prosecutor, evidence that the Information Branch had should have been submitted to the prosecutor?s office,? Hashem said. ?But this did not happen. Instead all the evidence has remained with the Information Branch and we have not seen it despite our demands to look at them.?

Earlier this month, Military Prosecutor Saqr Saqr requested that Samaha and Mamlouk be tried on counts of terrorism. In his last recommendation before referring the case to Abu Ghayda, Saqr asked that Samaha and Mamlouk be indicted for ?preparing bombs and explosives, transporting them from Syria to Lebanon to target Ramadan iftars with the aim to kill clergymen, politicians, lawmakers and citizens.?

Judicial sources said Samaha and Mamlouk could face the death penalty if charged for the crimes.

According to Hashem, the accusation to be issued by Abu Ghayda will likely be ?90 percent similar to the charges made earlier [by Saqr].?

?We have serious challenges against the charges being pressed against Samaha, and we will deal with the indictments of the court after they are officially issued,? he said, adding that Abu Ghayda?s indictment would not be politicized.

Hashem said he believes the defense will succeed in weakening the accusations against his client when trials commence at the Military Tribunal.

?I have full trust that our challenges will weaken the accusations and will dismiss 90 percent of the charges made against Samaha,? Hashem said.

Most of the evidence against Samaha was brought to police by an informant, Milad Kfoury, who had played the role of a double agent before the former minister?s arrest in August 2012.

No, there's no red HTC One

HTC One

Hate to burst anyone's balloon, but -- well, that's what we do around there. For a little while today, there was a red option listed for the HTC One on HTC's website. We're told that was there in error, and it's since been removed.

So you can get any color of HTC One you want, so long as it's silver or black. Doesn't mean we might not see any colors down the road. (We have a feeling that red color was there for a reason, even if it wasn't supposed to be there yet.) But for now, it's silver or black only.

3-D printed magazines could change gun control

Tech-savvy gun enthusiasts could easily find a way around any new curbs on firearms: If they want something, print it.

A Texas law student who used a 3-D printer to fashion a plastic magazine and then posted his ensuing trip to the firing range online got more than 280,000 views on YouTube - but then his leased 3-D printer was confiscated by a jittery manufacturer.

3-D printers are often used to make consumer items like jewelry and hearing aids, and also help reduce waste in manufacturing, according to Alyssa Reichental of 3D Systems Corporation, which manufactures 3-D printers for sale worldwide.

President Obama cited the innovative power of 3-D printing during his State of the Union speech last week, saying it would "revolutionize the way we make almost everything." A 3-D printer is a bit like a conventional printer, but instead of using ink on paper, it deposits layers of resin or other material that will harden to make a three-dimensional object.

But a larger portion of his speech was devoted to his desire to enact new firearm restrictions. Sen. Dianne Feinstein, D., Calif., proposed legislation in January that would ban the manufacture, sale, possession or transfer of any ammunition magazines that hold more than 10 bullets. That would presumably include home-manufactured magazines made with 3-D printers.

University of Texas law student Cody Wilson says he opposes any such restrictions. He's the activist who put up the YouTube video last month that showed him firing a Colt M-16 with a 30-round plastic magazine made by a 3-D printer.

Government actions on gun control are merely symbolic, according to Wilson.

"We hope to make the issue relevant," Wilson said. Government leaders "act like passing a law will keep magazines off the street but we want to show them that magazines will always be on the street."

Wilson runs an organization called Defense Distributed, which aims to spread information on how to create printable guns.

Wilson's actions have prompted some printing companies, like the major 3-D printing company Stratasys, to take action. Stratasys said it believes Wilson used its property for "illegal purposes."

The company leased a machine to Wilson last year but later confiscated it after learning what Wilson planned to do with it, according to a report in The Washington Post. Another company, MakerBot, also removed gun designs of downloadable blueprints it maintains for 3-D printer users, according to the report.

The printers are intended to be used to create consumer goods like Invisalign, according to 3-D Systems Chief Marketing Officer Cathy Lewis. She said 3-D printing is already becoming commonplace in communities across America.

"3-D printing ought to be used for educational purposes," said 3D Systems Chief Marketing Officer Cathy Lewis. "There is no way to deny access to a product that we make affordable and easy to use, but we make sure we are not assisting in products that could be printed or used for illicit or non-authorized purposes."

Jay-Z, Justin Timberlake to Headline Live Nation Concerts at London's Olympic Park

LONDON - Jay-Z and Justin Timberlake will headline this summer's Wireless festival at the Olympic Park here, concert promoter Live Nation said Tuesday.

The music stars are the first performers confirmed as the lead acts for concerts at the Olympic Park after the live events giant struck a deal for exclusive rights to organize music events there last month.

Live Nation last year decided not to bid for an extension of a long-running contract that saw it promote concerts at London's Hyde Park, citing noise restrictions and cost factors.

Timberlake will headline the Wireless festival lineup on Friday, July 12. He will be joined by Snoop Dogg, Trey Songz, John Legend and special guest Frank Ocean.

Jay-Z will lead the July 13 lineup, with Emeli Sande, Rita Ora, Kendrick Lamar, DJ Fresh and Calvin Harris also confirmed for that day.

Timberlake and Jay-Z recently performed "Suit & Tie" at the Grammy Awards.

The Wireless festival organizers said Jay-Z's London appearance would be his only European performance this year, while Timberlake's gig would be his only U.K. festival show of the summer.

Meanwhile, AEG has moved into Hyde Park with plans to host a new music festival, dubbed British Summer Time, in late June.

It's been so long since Microsoft launched Outlook.com that we forgot it was technically in preview mode. Well, that ended today, at 12:01AM ET on the dot. The company just announced that the email service is no longer in beta, and that the site has racked up 60 million active users -- over a third of whom came over from Gmail. If you decide to join today, you'll be getting the same feature set announced last summer, just with a smoother, less glitchy experience (not that it was ever that buggy to begin with, if you ask us). To lure in even more users, Microsoft is launching a massive advertising campaign, one that will include TV and radio spots (see one of them after the break), online ads and even posters in subway stations. Basically, the sort of heavy promotion Microsoft is already doing for Surface.

Regardless of how much success Microsoft has in converting Gmail loyalists, though, a lot more people are about to become acquainted with Outlook's clean UI: the company has said it plans to switch Hotmail users over to the Outlook interface by summertime. To be clear, Microsoft says it has no plans to shut down the hotmail.com domain, so your existing Hotmail email address is safe, and you don't even have to register for an Outlook.com addy if you don't want to. Additionally, all of your folders and settings will be preserved. It's just that you're soon going to have to say goodbye to the old Hotmail. Onward, we say.

Ailing Chavez returns to Venezuela from Cuba

CARACAS, Venezuela (AP) ? President Hugo Chavez returned to Venezuela early Monday after more than two months of treatment in Cuba following cancer surgery, his government said, triggering street celebrations by supporters who welcomed him home while he remained out of sight at Caracas' military hospital.

Chavez's return was announced in a series of three messages on his Twitter account, the first of them reading: "We've arrived once again in our Venezuelan homeland. Thank you, my God!! Thank you, beloved nation!! We will continue our treatment here."

They were the first messages to appear on Chavez's Twitter account since Nov. 1.

"I'm clinging to Christ and trusting in my doctors and nurses," another tweet on Chavez's account said. "Onward toward victory always!! We will live and we will triumph!!"

Vice President Nicolas Maduro said on television that Chavez arrived at 2:30 a.m. and was taken to the Dr. Carlos Arvelo Military Hospital in Caracas, where he will continue his treatment.

Chavez's announced return to Caracas came less than three days after the government released the first photos of the president in more than two months, showing him looking bloated and smiling alongside his daughters. The government didn't release any additional images of Chavez upon his arrival in Caracas, and unanswered questions remain about where he stands in a difficult and prolonged struggle with an undisclosed type of pelvic cancer.

Chavez was re-elected to a new six-year term in October, and his inauguration, originally scheduled for Jan. 10, was indefinitely postponed by lawmakers in a decision that the Supreme Court upheld despite complaints by the opposition. Some speculated that with Chavez back, he could finally be sworn in.

Government officials didn't address that possibility.

Information Minister Ernesto Villegas broke into song on television early Friday, exclaiming: "He's back, he's back!"

"Bravo," Villegas said, before state television employees joined him in the studio clapping and celebrating.

Maduro said Chavez has been in a "continuous battle" and that additional details will be provided about his condition later.

The vice president later announced that a Cabinet meeting would be held Monday evening at the military hospital where Chavez is staying to "revise a number of issues," but he did not provide any details.

Hundreds of Chavez supporters celebrated his return in downtown Caracas, chanting his name and holding photos of the president in Bolivar Plaza. A man holding a megaphone boomed: "Our commander has returned!"

Fireworks exploded in some parts of Caracas while the president's followers celebrated.

Dozens of supporters gathered outside the hospital, where a sign atop the building is adorned with a photo of Chavez. Holding photos of Chavez and wearing the red T-shirts of his socialist movement, they chanted: "He's back!" As cars passed, drivers honked in support.

"I want to see my president," said Alicia Morroy, a seamstress who stood outside the hospital on the verge of tears. "I've missed him a lot because Chavez is the spirit of the poor."

Dubraska Mora, a woman who identified herself as a hospital employee, told state television that "our president arrived walking, strong."

But other hospital employees said they hadn't seen him. Yusmeli Teran, a waitress who serves food to patients, told The Associated Press that the area where Chavez was being treated on the 9th floor is a restricted area guarded by police and soldiers. "No one has seen him at all," she said.

Chavez's precise condition and the sort of cancer treatments he is undergoing remain a mystery, and speculation has grown recently that he may not be able to stay on as president.

Dr. Carlos Castro, scientific director of the Colombian League Against Cancer in Bogota, Colombia, said that given the government's accounts that Chavez is undergoing "complex" treatment, he thinks he likely will have to step down.

"Unfortunately, the cancer he has isn't going to go away, and he's returning to continue his battle. But I think he's conscious that he isn't going to win his fight against cancer, as much as he'd like to win it," Castro told the AP in a telephone interview.

Based on the government's accounts, doctors must have performed a tracheotomy on Chavez, cutting an opening in his windpipe to facilitate breathing, according to Dr. Jose Silva, a pulmonary specialist and president of the Venezuela Pulmonology Society. Silva said he thinks Chavez is breathing with the help of a ventilator through a tube attached to his windpipe.

Patients with breathing problems often require a tracheotomy to avoid damage to the vocal chords when a ventilator is used for an extended period.

The Venezuelan Constitution says that if a president dies or steps down, a new vote must be called and held within 30 days. Chavez raised that possibility before he left for Cuba in December by saying that if necessary, Maduro should run in a new vote to replace him.

Chavez's return could be used to give a boost to his would-be successor and gain time to "consolidate his alternative leader" ahead of a possible new presidential vote this year, said Luis Vicente Leon, a Venezuelan pollster and political analyst.

Leon told the AP that even if Chavez isn't seen in public, his presence will allow the government to keep up his emotional connection to his followers and rally support.

Many in Cuba were taken by surprise by the news and wondered what it could mean about his health. The island nation depends on Venezuela for a steady flow of oil shipments.

"I hope he's truly getting better, but I doubt it because what he has is irreversible," said Mirta Blanco, a 67-year-old retiree. "Maybe they sent him back to die. I think that's going to be his exit."

In a letter to Chavez that was read on Cuban state TV and radio, retired leader Fidel Castro said he was pleased that Chavez was able to return home.

"You learned much about life, Hugo, during those difficult days of suffering and sacrifice," Castro wrote.

Venezuela's opposition, which has strongly criticized what it calls the undue influence of Cuba's leaders during Chavez's long absence, responded to the news saying that it's natural for the president to be back in his own country and that creating a "spectacle" with his return serves no useful purpose.

"The government should tell the truth and dedicate itself to working to confront Venezuelans' serious problems," the opposition coalition said in a statement. It cited problems such as violent crime, food shortages and soaring inflation.

The 58-year-old president hasn't spoken publicly since he left for Cuba on Dec. 10. He underwent his fourth cancer-related surgery on Dec. 11, and the government says that he is now breathing through a tracheal tube that makes talking difficult.

    High school boys swimming: St. Joseph's Carroll leads parade of records

    MISHAWAKA ? In a meet in which it was hard to stand out, South Bend St. Joseph senior Trevor Carroll showed how ready he is to head back to the IHSAA State Championships next week.

    Carroll left the Penn pool with three firsts, including the distinction as the only double individual winner from the Penn Sectional Saturday.

    Carroll will return to defend his state title in the 200 freestyle after winning that event Saturday before he turned in virtuoso performances in his other two victories.

    Penn took the team title, its fourth straight, with 521 points. St. Joseph finished second with 447.

    The sectional field proved to be the deepest, at least since the middle of the last decade, as seven sectional and five pool records were set. Also, there were multiple qualifiers in five events.

    ?This is the fastest the sectional has been in my career,? Carroll said. ?It was fun to be a part of this.?

    Carroll opened the day with a 1:41.03 clocking to win the 200 free. While an outstanding time, it was over two seconds slower than his sectional record time of a year ago.

    Carroll, however, won the 500 free in an outstanding 4:27.55 effort. That shattered the sectional record by more than 13 seconds and broke the pool record (4:31.25) set in 1998.

    ?It just felt awesome,? said Carroll. ?I felt most of the season I wanted to swim this event, but I wanted to do what was best for the team first. Our sprinters came along great, so that opened up the 500 for me.?

    He brought the rest of the field along as well, as the next three finishers (in order, Penn?s Bowen Anderson, Riley?s James Salmon and Penn?s Hudson Bursch) all beat the state qualifying time.

    After helping St. Joe to second in the 200 free relay (in which the Indians qualified, as well), Carroll finished the day by anchoring the 400 free relay.

    Penn had a solid lead through the first three legs of the race, leaving its anchor, Seamus Lucero-Dixon, with a body-length lead. Carroll, however, made that up during the first 50 yards, then brought home a sectional and pool record time of 3:09.87. Billy Miller, Anthony Kolbus and Andre Marin swam the first three legs.

    ?When I anchor relays,? Carroll explained, ?I don?t look where anyone else is at during the first half. I just swim my race. After that, I just wanted to hold off (Lucero-Dixon) and we got a school record out of it, too.?

    Penn also qualified with a 3:11.44 clocking, capping a banner day for the Kingsmen.

    Penn opened the meet with a sectional and pool record in the 200 medley relay as the Anderson brothers (Tanner and Bowen) joined Mate Kovacs and Lucero-Dixon to win in 1:34.65.

    Tanner Anderson came back to win the 200 IM (1:55.39) before Kovacs took the 50 free (:21.86) to give the Kingsmen firm control in the team standings.

    From there Penn came through with four firsts. Bowen Anderson (a sophomore) won the 100 butterfly in a sectional and pool record time of :50.37, followed by Lucero-Dixon, who took care of the 100 free (:47.63). The 200 free relay of Tanner Anderson, Kovacs, Travis Bavar and Lucero-Dixon set Penn?s final sectional and pool record of the day with a 1:25.96 time before freshman Kyle Morris won the 100 backstroke in :54.34.

    ?We?re right on track for next week,? Penn coach Jess Preston said. ?We kept Seamus and Mate to just one individual event so they could help us in the relays and Tanner and Bowen were outstanding for us. We wanted to get them through in four events and they got it done.?

    The final new sectional mark came from St. Joe?s Chris Bals, who took the 100 breaststroke in :57.36.
