Will solar energy shine in 2012?

A Bloomberg article recently discussed the decline in the price of photovoltaic panels in 2011. The article discusses the fact that ?The spot price of solar panels has fallen 47 percent this year, according to Bloomberg New Energy Finance, while crude oil prices have gained 8 percent in New York.?

?

You may think this means there may be a significant burst in solar installation in 2012, but these lower costs may not be sustainable though, since the actual costs involved in the production of solar cells have not declined and is more of a side effect of overproduction. The costs of installing solar cells has declined significantly as better techniques are being used today. The DIY market is responding to the reduction is solar panel costs as well.

?

It will be interesting to see what happens next.

(AP) ? Texas Gov. Rick Perry has filed an emergency order in federal court to require Virginia's Board of Elections to place his name on the ballot for the state Republican presidential primary.

Perry failed last week to meet Virginia's requirements that each candidate receive 10,000 signatures of registered voters, with 400 from each of its 11 congressional districts. On Tuesday, he filed a lawsuit against the State Board of Elections and Republican Party of Virginia Chairman Pat Mullins.

On Wednesday, Perry filed an emergency motion in U.S. District Court in Richmond asking for an injunction to get his name on the ballot for the March 6 primary.

Perry claims Virginia's requirements violate his freedoms of speech and association.

Newt Gingrich also came short of the signatures required to be certified.

Alabama organ donor honored in Tournament of Roses parade

BIRMINGHAM, AL (WBRC) -

An Alabama organ donor will be part of the Tournament of Roses Parade. Carver High School graduate Daniel Brannon was killed in a car crash in 2009, but his organs ended up saving?five others' lives.

This weekend his picture will be part of an organ donor float in the Rose Bowl parade.

If you watch FOX6 very much you've probably seen the Alabama Organ Center commercial that tells Brannon's story through his family's memories.

His family now has the chance to tell that story of helping others even in death on a national stage.

Brannon's death in a 2009 car crash helped save?five lives because he had made the choice, even at a young age, that he wanted to be an organ donor.

"It's very important to be an organ donor because we have so many people waiting on the transplant list, and people are dying everyday because people don't give," said LaVonda Brannon, Daniel's mom. "So it wasn't even a hesitation, when it was time to do that."

The Brannons helped put the finishing touches on Daniel's portrait called a floragraph, which is made out of dried seeds.

Speaking to us from the Atlanta airport on their way to LA., Daniel's mom said Daniel?will be one of 72 organ donors featured on the float.

"It's just a picture of him that will go in one of the, the float is about one more day," Brannon said. "It's all clocks, so his picture will go in one of the hours on the clock."

In an interview provided by UAB before they left, Daniel's?father Steve said his family feels honored by this memorial.

"There's a lot of people that donate organs yearly," Brannon said. "And for them to pick my son? That's an awesome thing. I feel blessed."

"It's exciting to be doing because it only happens once in a lifetime. as far as memories of Daniel, that happens everyday," LaVonda Brannon said. "So it's bittersweet."

The Brannons want to emphasize again that their mission on this trip and in all of their outreach is to encourage?the public?to sign the back of?their drivers license?to?become an organ donor.

That, they say, will last longer than a portrait made of flowers.

Apple rejects Steve Jobs tribute calendar app

Says it will be 'rejecting these type of apps'

Photo-calendar app developer Nushka Labs says it has had a free "tribute calendar" dedicated to Steve Jobs rejected by the company, with a note saying that although "we appreciate your effort honoring Steve," the company "has decided to honor his life in other ways and will are not accepting these types of apps," implying that other apps commemorating Jobs will also be or have been rejected. The app maker will instead post the tribute images on its Tumblr blog.

The developer makes an app called PhotoCalendar HD (and a similar "Lite" version) that allows users to impose calendars over their own favorite photos and use the results as wallpaper screens for the iPhone. Calendar photos created with the app can be e-mailed to others or shared on Facebook or Twitter. The app normally sells for $1.

It had asked Apple for approval of the tribute calendar, saying the app was "our tribute to Steve Jobs." The developer went on to add that photos used in the tribute carry full credit and sourcing for the images, and that the app would be free of charge. Simply crediting photos, however, is sometimes not sufficient to avoid legal issues associated with copyright, even in the case of non-profit uses such as a tribute. It's possible, even likely, that some of the images the company was planning to use would require licensing in any sort of commercial application, even a free one.

While the company referred to the project as "our sincere attempt to reach out people in remembrance of Steve," it said it would respect the decision of Apple to reject the app. The rejection letter itself did acknowledge the sincerity of the effort, and suggested that the developers could use the Ad Hoc distribution method to share the app with family and friends only. It also referred the developers to the rememberingsteve@apple.com e-mail address, where the company is continuing to collect and share stories about the legendary Apple co-founder through its "Remembering Steve Jobs" page.

Analysis: U.S. online poker ruling at risk in future (Reuters)

WASHINGTON (Reuters) ? While the Internet poker world salivates at the prospect of its business coming back to life thanks to an Obama administration ruling, a future president could reverse that decision and send the industry back to drawing board if it is not codified into law.

Late on Friday, the eve of Christmas weekend, the U.S. Justice Department's Office of Legal Counsel issued a legal opinion stating that the 1961 Wire Act prohibited online betting only for sporting events and contests, not Internet games such as poker or lotteries.

That opens the door to online poker and leaves it to each state to decide whether to legalize the multibillion-dollar industry. Pressure likely will mount on the Congress to address the issue too.

A Justice Department memorandum can be withdrawn and a controversial decision can be reversed. Courts can intervene and render it void. One way to assure the future of the ruling is for Congress to codify it into law.

"This is just an opinion of the Department of Justice and only reflects what the Obama administration would bring charges on. Future departments of Justice could interpret the Wire Act differently," said Greg Gemignani, a lawyer and expert in Internet gaming with the Las Vegas firm Lionel Sawyer & Collins.

It seems hard to imagine a future U.S. administration pulling back should many states go ahead and approve online poker. But there is precedent for reversing a president.

At the beginning of President Barack Obama's term in 2009, the Justice Department took the rare step of withdrawing opinions that the Office of Legal Counsel issued during the Bush administration related to interrogations of terrorism suspects by the Central Intelligence Agency.

STAGE SET

"An opinion of the Office of Legal Counsel can be withdrawn or changed, although it is not often done," said Linda Shorey, a partner at K&L Gates LLP in Harrisburg, Pennsylvania, who focuses on gaming laws and regulations.

"Under the U.S. Constitution, only the courts have the authority to determine whether the Wire Act applies to poker wagers," she said. "The Department of Justice memo is not binding on the courts."

The U.S. Court of Appeals for the Fifth Circuit, based in New Orleans, has ruled in favor of the poker industry on the Wire Act, saying it only applied to sports betting, but a federal judge in Utah has ruled against it.

That could put pressure on Congress to address the issue. But with elections due in November, lawmakers are typically loathe to do anything controversial that could spark the wrath of their constituents.

"With the (conservative) Tea Party in such a powerful position (in the House of Representatives), that just seems to me impossible" that legislation would pass anytime soon, said I. Nelson Rose, a professor and leading gambling consultant and expert for states and the industry.

The ruling by the Justice Department hands the states the power to make decisions about what forms of online gambling, if any, are legal, he said. If they permit it, then states could reach pacts to allow their residents to play online in each other's jurisdictions as well, Rose said.

Republican Representative Frank Wolf, head of the panel that oversees the Justice Department's annual budget, was puzzled by the decision to reverse the long-standing position and planned to ask for an explanation, his spokesman said.

The casino industry is eager for Congress to pass legislation that would ensure uniformity in regulating the industry.

"If there is not a federal bill then you will see individual states each passing unique sets of rules," Caesars Entertainment Chairman Gary Loveman told Reuters. "It's obviously a far less rational way to proceed and it runs the risk of not addressing the illegal operators in any way."

PROSECUTIONS UNTOUCHED

While the Justice Department decision will likely have far-reaching ramifications for the gaming industry, one area it leaves untouched is pending prosecutions against individuals and companies facing charges over online poker businesses.

Federal prosecutors may still come after online gamblers using state laws that prohibit such activity and they could always add federal fraud, conspiracy and other charges.

They did exactly that in New York when prosecutors charged a dozen people and their online poker businesses this year with conspiracy to commit bank and wire fraud, money laundering and violations of a 2006 law banning most Internet gambling.

Because they were not charged under the Wire Act, the new legal memorandum will have no impact on that case, said a Justice Department source who declined to be further identified.

The prosecutors appeared to carefully avoid using the 1961 law in making the charges, knowing that this controversy over the Wire Act was brewing, according to Rose.

"It's actually quite startling that they're charging people with money laundering and illegal gambling and yet never mention the major federal statute," he said, adding that they likely did so "because they knew they were in trouble with the Wire Act."

A Justice Department spokeswoman said online poker did not constitute betting on a sporting event under the Wire Act, but said that other state and federal laws will still apply to online gambling.

"In states that ban various forms of gambling -- including Internet poker -- the department will be able to investigate and prosecute those gambling businesses under the Unlawful Internet Gambling Enforcement Act and other sections of the criminal code," said Justice Department spokeswoman Alisa Finelli.

In the New York case, last week an executive for Absolute Poker, one of the three largest Internet poker companies, pleaded guilty to deceiving banks over the processing of gambling proceeds and conspiring to commit bank and wire fraud. Another individual pleaded guilty in May to similar charges.

As part of the prosecution, the U.S. government seized the Internet domain names of the three biggest online poker companies: Absolute Poker, Full Tilt Poker and PokerStars.

Lawyers for the defendants did not respond to requests for comment.

Case Closed? Columbus Introduced Syphilis to Europe (LiveScience.com)

In 1492, Columbus sailed the ocean blue, but when he returned from 'cross the seas, did he bring with him a new disease?

New skeletal evidence suggests Columbus and his crew not only introduced the Old World to the New World, but brought back syphilis as well, researchers say.

Syphilis is caused by Treponema pallidum bacteria, and is usually curable nowadays with antibiotics. Untreated, it can damage the heart, brain, eyes and bones; it can also be fatal.

The first known epidemic of syphilis occurred during the Renaissance in 1495. Initially its plague broke out among the army of Charles the VIII after the French king invaded Naples. It then proceeded to devastate Europe, said researcher George Armelagos, a skeletal biologist at Emory University in Atlanta.

"Syphilis has been around for 500 years," said researcher Molly Zuckerman at Mississippi State University. "People started debating where it came from shortly afterward, and they haven't stopped since. It was one of the first global diseases, and understanding where it came from and how it spread may help us combat diseases today."

Stigmatized disease

The fact that syphilis is a stigmatized sexually transmitted disease has added to the controversy over its origins. People often seem to want to blame some other country for it, said researcher Kristin Harper, an evolutionary biologist at Emory. [Top 10 Stigmatized Health Disorders]

Armelagos originally doubted the so-called Columbian theory for syphilis when he first heard about it decades ago. "I laughed at the idea that a small group of sailors brought back this disease that caused this major European epidemic," he recalled. Critics of the Columbian theory have proposed that syphilis had always bedeviled the Old World but simply had not been set apart from other rotting diseases such as leprosy until 1500 or so.

However, upon further investigation, Armelagos and his colleagues got a shock ? all of the available evidence they found supported the Columbian theory, findings they published in 1988. "It was a paradigm shift," Armelagos says. Then in 2008, genetic analysis by Armelagos and his collaborators of syphilis's family of bacteria lent further support to the theory.

Still, there have been reports of 50 skeletons from Europe dating back from before Columbus set sail that apparently showed the lesions of chronic syphilis. These seemed to be evidence that syphilis originated in the Old World and that Columbus was not to blame.

Armelagos and his colleagues took a closer look at all the data from these prior reports. They found most of the skeletal material didn't actually meet at least one of the standard diagnostic criteria for chronic syphilis, such as pitting on the skull, known as caries sicca, and pitting and swelling of the long bones.

"There's no really good evidence of a syphilis case before 1492 in Europe," Armelagos told LiveScience.

In the seafood?

The 16 reports that did meet the criteria for syphilis came from coastal regions where seafood was a large part of the diet. This seafood contains "old carbon" from deep, upwelling ocean waters. As such, they might fall prey to the so-called "marine reservoir effect" that can throw off radiocarbon dating of a skeleton by hundreds or even thousands of years. To adjust for this effect, the researchers figured out the amount of seafood these individuals ate when alive. Since our bodies constantly break down and rebuild our bones, measurements of bone-collagen protein can provide a record of diet.

"Once we adjusted for the marine signature, all of the skeletons that showed definite signs of treponemal disease appeared to be dated to after Columbus returned to Europe," Harper said, findings detailed in the current Yearbook of Physical Anthropology.

"What it really shows to me is that globalization of disease is not a modern condition," Armelagos said. "In 1492, you had the transmission of a number of diseases from Europe that decimated Native Americans, and you also had disease from Native Americans to Europe."

"The lesson we can learn for today from history is that these epidemics are the result of unrest," Armelagos added. "With syphilis, wars were going on in Europe at the time, and all the turmoil set the stage for the disease. Nowadays, a lot of diseases jump the species barrier due to environmental unrest."

"The origin of syphilis is a fascinating, compelling question," Zuckerman said. "The current evidence is pretty definitive, but we shouldn't close the book and say we're done with the subject. The great thing about science is constantly being able to understand things in a new light."

Venezuela's Chavez: did U.S. give Latin American leaders cancer? (Reuters)

CARACAS (Reuters) ? Venezuelan President Hugo Chavez speculated on Wednesday that the United States might have developed a way to give Latin American leaders cancer, after Argentina's Cristina Fernandez joined the list of presidents diagnosed with the disease.

It was a typically controversial statement by Venezuela's socialist leader, who underwent surgery in June to remove a tumor from his pelvis. But he stressed that he was not making any accusations, just thinking aloud.

"It would not be strange if they had developed the technology to induce cancer and nobody knew about it until now ... I don't know. I'm just reflecting," he said in a televised speech to troops at a military base.

"But this is very, very, very strange ... it's a bit difficult to explain this, to reason it, including using the law of probabilities."

Chavez, Fernandez, Paraguay's Fernando Lugo, Brazil's Dilma Rousseff and former Brazilian leader Luiz Inacio Lula da Silva have all been diagnosed recently with cancer. All of them are leftists.

Doctors say Fernandez has a very good chance of recovery and will not need chemotherapy or radiotherapy. Her diagnosis was made public on Tuesday.

Chavez said other regional leaders should beware, including his close ally, Bolivian President Evo Morales.

"We'll have to take good care of Evo. Take care Evo!" he said.

The 57-year-old is Latin America's loudest critic of U.S. foreign policy along with Cuba's former leader Fidel Castro, and he frequently lashes out at what he calls the "Yankee Empire".

CASTRO'S WARNING

"Fidel always told me, 'Chavez take care. These people have developed technology. You are very careless. Take care what you eat, what they give you to eat ... a little needle and they inject you with I don't know what,'" he said.

In his comments on Wednesday, Chavez also slammed Washington and its European allies for criticizing Russia's recent parliamentary elections - and said they were planning the same thing for Venezuela's presidential election in October, when he will seek re-election.

"They are crying fraud and saying the elections need to be re-run ... They're trying to destabilize no less than Russia, a nuclear power. That's the madness of the Empire," Chavez said.

"I say this because here in Venezuela, the Imperial Yankee, the local bourgeoisie, and a good part of what they call the opposition parties here, are preparing a similar plan," he said.

"I call on the armed forces to be alert, on the Venezuelan people to be alert. Because we are not going to let the Imperial Yankee destabilize Venezuela again like they did in the past."

Details about Chavez's health remain a closely guarded secret, although he now appears to be recovering and is making longer and longer televised appearances.

Earlier this month he made his first official foreign trip after his surgery, to a regional summit in Uruguay.

Since his return he has often appeared sporting something of a younger, new look: a dark sports coat over an open-necked maroon shirt, and is hair is growing back after chemotherapy.

It is far cry from the green fatigues and red beret that he became famous for wearing for much of his 13 years in power.

Samoa and Tokelau to cross international date line (AP)

APIA, Samoa ? The tiny South Pacific nation of Samoa and its neighbor Tokelau will jump forward in time on Thursday, crossing westward over the international date line to align themselves with their other 21st century trading partners throughout the region.

At the stroke of midnight on Dec. 29, time in Samoa and Tokelau will leap forward to Dec. 31 ? New Year's Eve. For Samoa's 186,000 citizens, and the 1,500 in Tokelau, Friday, Dec. 30, 2011, will simply cease to exist.

The time jump back to the future comes 119 years after some U.S. traders persuaded local Samoan authorities to align their islands' time with nearby U.S.-controlled American Samoa and the U.S. to assist their trading with California.

But the time zone has proved problematic in recent years, putting Samoa and Tokelau nearly a full day behind neighboring Australia and New Zealand, increasingly important trading partners.

In a bid to remedy that, the Samoan government passed a law in June that will move Samoa west of the international date line, which separates one calendar day from the next and runs roughly north-to-south through the middle of the Pacific Ocean. Under a government decree, all those scheduled to work on the nonexistent Friday will be given full pay for the missed day of labor.

The time shift will be marked by the ringing of church bells across Samoa's two main islands, and prayer services in all the main churches of the devoutly Christian nation.

The government will also host a service for invited guests and dignitaries.

Nearby Tokelau, a three-atoll United Nations dependency, said it will join its neighbor in the date line dance to maintain its alignment with Samoa, three sailing days away, where its administration is based.

Tokelau's parliament, the Tokelau General Fono, recently voted to go ahead with the change, although it still has to complete all formalities for the date line switch, a New Zealand foreign ministry official said in Wellington on Thursday.

"They're going ahead and doing it ... the same as Samoa," ministry spokeswoman Susan Budd said. The territory is administered by New Zealand on behalf of the U.N.

Initially strongly opposed by Samoa's opposition Tautua Samoa Party, the law to make the date line switch won its support after leader A'eau Peniamina told the nation's Parliament, "It's a change that benefits the people."

Prime Minister Tuila'epa Sailele Malielegaoi earlier said it would strengthen trade and economic links with Australia, New Zealand and Asia.

Being a day behind the region has meant that when it's dawn Sunday in Samoa, it's already dawn Monday in adjacent Tonga and nearly dawn Monday in nearby New Zealand, Australia and increasingly prominent east Asian trade partners such as China.

"In doing business with New Zealand and Australia, we're losing out on two working days a week," Tuila'epa said in a statement. "While it's Friday here, it's Saturday in New Zealand, and when we're at church on Sunday, they're already conducting business in Sydney and Brisbane."

"Today we do a lot more business with New Zealand and Australia, China and Pacific Rim countries such as Singapore," the prime minister said, adding that his latest idea will make commerce with the region "far, far easier."

Like many small Pacific island states, more of Samoa's people live permanently overseas than on its islands. Around 180,000 Samoans live in New Zealand, 15,000 in Australia and tens of thousands more in the U.S.

Other island groups with more of their citizens living offshore than on include Tuvalu, Niue, Tonga, Cook Islands and tiny Tokelau.

The Ulu, or chief, of Tokelau, Foua Toloa, said Thursday that the New Zealand government had given its blessing for Tokelau to make the change.

"The General Fono (parliament) decision has been endorsed, and we hope that the people will go to sleep on Thursday night and wake up the next day, Saturday, the 31st of December, without any huge changes," he told Radio New Zealand International.

For Samoa, it's the second big economic modernizing move by the governing Human Rights Protection Party in recent years, following its switch to driving on the left side of the country's roads in 2009, another move to align it with the two regional powers.

Tuila'epa said at the time the change made it easier for Samoans in Australia and New Zealand to send used cars home to their relatives. Opponents predicted major traffic problems, but they never happened.

So far, only Samoa's small Seventh Day Adventist Church has indicated a major problem for its congregation, which traditionally begins celebrations for the Sabbath on Friday night and continues through Saturday.

The Seventh Day Adventist parish in Samoa's Samatau village has decided it will continue to observe the Sabbath day on Saturdays despite changes forced on the church by the westward switch of the date line.

The original shift to the east side of the line was made in 1892, when Samoa celebrated July 4 twice, giving a nod to Independence Day in the U.S.

The date line drawn by mapmakers is not mandated by any international body. By tradition, it runs roughly through the 180-degree line of longitude, but it zigzags to accommodate the choices of Pacific nations on how to align their calendars.

Leaked Twitter Subpoena Raises Online Privacy Issues (Mashable)

The leaked subpoena sent to Twitter this month by the Suffolk District Attorney's Office in Boston is causing some hoopla on the web and raising the issue of law enforcement's access to online personal data. On Dec. 14, the D.A.'s Office issued a subpoena to Twitter in order to access the account information of two users who tweeted a list of personal information they allegedly obtained by hacking into the Boston Police Patrolmens' Association. The hackers stole identifying information and Tweeted it to followers. The subpoena requests "available subscriber information, for the account or accounts associated with the following information, including IP address logs for account creation."

[More from Mashable: Twitter 2012: Bigger and More Ads]

In the subpoena, assistant D.A. Benjamin A. Goldberger requests that the investigation be kept from the Twitter users as to not impede the ongoing probe. But the information was leaked. We reached out to Twitter for comment, but have yet to hear back.

On Dec. 23 one of the accounts under investigation, @p0isAn0N Tweeted, "Haha. Boston PD submitted to Twitter for my information. Lololol? For what? Posting info pulled from public domains? #comeatmebro."

[More from Mashable: Today?s Top Stories: GoDaddy Woes, Twitter Lawsuit, No-Glasses 3D]

The D.A.'s office requested details of two Twitter users and also listed the name Guido Fawkes, which is the name but not handle listed for one of the accounts under investigation, as well as the hashtags #BostonPD and #d0xcak3.

One of the accounts being probed is listed in the subpoena as @OccupyBoston, however that account appears to be inactive. It's likely they meant @Occupy_Boston, which Tweets about the occupy movement. Targeting this account has lead some to speculate that the police are monitoring the online activity of occupy protestors.

Twitter's website contains an information section for law enforcement. It states that if a subpoena is issued for a user's information, the company will inform that user before they hand the information to the authorities, unless it is prevented from doing so by court order or statute. According to its site, Twitter was following protocol by informing the user of the subpoena, and, perhaps later providing that user's information to the Boston D.A. This isn't the first time Twitter has been reluctant to hand-over user information to law enforcement.

It's possible Twitter does host some personal information about the owners of the accounts who tweeted the hacked materials. At the very least, it might have IP addresses. However, Twitter doesn't verify identities or email addresses of its users, so using Twitter for detective work might be more harmful than helpful to an investigation, especially if the subpoena is leaked. We contacted the Boston District Attorney's Office and are waiting for a reply.

Do you think Twitter should surrender user information for hackers? Please tell us in the comments.

It should appeal to dance mavens, and to folks who have no idea what a pas de deux is.

The power and intelligence of Bausch's approach, which at times seems more cerebral than sensual, is communicated.

An intimate and ravishingly filmed tribute to German dancer Pina Bausch.

We are among these dancers in their pain and joy and longing. We hear them breathe, feel the heat of their skin, smell their sweat, sense the pounding of their hearts, the ache in their thighs and feet.

A tribute to Pina Bausch, one of modern dance's most groundbreaking choreographers, pic lets the artist's work speak for itself via big, juicy slabs of performance.

Wim Wenders' stylish 3D mirrors the bizarrely captivating world of choreographer Pina Bausch.

A welcome departure from the by-the-numbers fossilization in today's documentary deluge.

Thanks to 3D technology it's dance film quite unlike any other, which was filmmaker Wim Wenders' intention, and it's a transporting experience for the uninitiated and the cognoscenti alike.

...filmmaking as glorious music.

An amazing and appealing 3D documentary by the inimitable Wim Wenders on the innovative dancer and choreographer Pina Bausch.

A movie that does more than demolish the invisible wall between film and dance; it breaks the barrier that intervenes, even at a live performance, between seat and stage.

Less a strict documentary than a heartfelt - and visually gorgeous - celebration of Bausch's work and her mode of working.

Pina belongs in the rare category of adventurous material matched with a thrillingly immersive form -- suck it, Avatar.

Beyond a nostalgic tribute for cognoscenti, this visually stunning film is a terrific introduction. It will be an essential resource and inspiration for future dance fans.

An interest in modern dance isn't necessary to enjoy the film.

No es una pel?cula sobre Pina Bausch sino para Pina Bausch, una suerte de hermoso tributo o regalo que le hacen (y que nos hacen) sus bailarines de la mano de un director que filma como los dioses.

Richly cinematic, using the camera to direct our attention, change our perspective, and significantly alter our sense of the space and the shape of the dancer's bodies.

Unlike so many 3D films, Pina is a prime example of how big a difference the process can make to the film-going experience.

Romney, sensing opening, makes big push in Iowa (AP)

CLINTON, Iowa ? Mitt Romney has stepped into the center of a perfect storm in Iowa ? and he's going all in.

Sensing an opening to win next Tuesday's caucuses, an ever-more confident Romney is campaigning hard in a region of the state where he performed well in his failed 2008 race, with a bus tour and new crush of advertising intended to bolster his closing argument: that he's the most electable candidate against President Barack Obama.

It's thanks to a combination of luck and planning that Romney now finds himself in strong contention for an Iowa caucus victory that would give him a boost heading into the next contest, in New Hampshire, where the former Massachusetts governor's standing is strong.

Not that he's publicly entertaining the notion of back-to-back victories.

"I can't possibly allow myself to think in such optimistic terms. I just have to put my head down and battle as best I can," Romney said Wednesday. "But I can tell you: If the people here in Clinton are any example, or any indication, of what's going to happen in the process, I feel pretty good."

In a sign of his growing confidence, Romney hasn't announced where he'll be on caucus night and has left open the possibility that he may stay in Iowa if victory is at hand. Advisers are redoubling efforts to try to capitalize on the slide in support for Newt Gingrich and skepticism of Ron Paul by making a concerted effort to increase turnout in areas where Romney did well four years ago. His campaign also added at least $100,000 in additional advertising for the final days ? and bought broadcast advertising for the first time in the Quad Cities market in eastern Iowa.

And, while Romney is largely shying away from criticizing his rivals, he jabbed at Paul, who has emerged as his chief rival in Iowa, on Wednesday ? another indication of Romney's efforts to triumph here.

"One of the people running for president thinks it's OK for Iran to have a nuclear weapon," Romney said in Muscatine in response to a question from the audience. "I don't."

This is a far more aggressive strategy than the one Romney has employed all year after pouring $10 million into the state in 2008 only to lose it in a defeat that crippled his entire campaign. He couldn't allay concerns about his Mormon faith or his reversals on some social issues in a state where evangelical Republicans and other social conservatives dominate.

Romney approached Iowa more cautiously for this race, so much so that until recently aides worked out of an attic in Des Moines on a shoestring budget. He also had spent less than $200,000 on the state before the campaign started buying TV ads in December.

But even as advisers worked to play down expectations, they quietly stayed in contact with backers from his first campaign ? and Romney stood at the ready to try to take advantage of an opportunity in the race, should one present itself.

It looks like it has.

Social conservatives that united behind former Arkansas Gov. Mike Huckabee in 2008 remain splintered among a handful of candidates that include Texas Gov. Rick Perry, Minnesota Rep. Michele Bachmann and former Pennsylvania Sen. Rick Santorum. Gingrich, the former House speaker, was Romney's latest threat but he's taken a significant beating from an onslaught of advertisements by a super PAC run by Romney's allies. Paul, a libertarian-leaning Republican, is a serious contender in Iowa but he has foreign policy views so outside the Republican mainstream that most Republicans believe he has little chance to win the GOP nomination.

On Wednesday, a new CNN/TIME poll in Iowa showed Romney leading with 25 percent support. Paul had 22 percent and Santorum drew 16 percent while Gingrich had fallen to 14 percent.

So Romney is trying to seize the moment. And it may be working.

Overflow crowds have been greeting Romney at every stop of his three-day, seven-city tour on a bus plastered with his campaign logo and "Conservative, Businessman, Leader" slogan on the side.

So many people showed up at a deli in Clinton that Romney's staff also sent the candidate to visit the restaurant across the street. Before sunrise, the line to see Romney at Elly's Coffee and Tea in Muscatine stretched out the door and down the block.

On Tuesday night, the campaign said that only 150 people had RSVPed to attend Romney's speech in Davenport. But more than 500 people showed up, shutting at least 200 people out of the Blackhawk Hotel ballroom. Many area voters were notified only that morning of Romney's visit.

People seem to like what they hear.

"He's probably the best chance to beat Obama," said Carol Hetzler, a medical secretary who backed Sen. John McCain's in 2008. She had also considered voting for Gingrich.

And Tim McCleary, who was waiting in line at Elly's before 7 a.m. to see Romney, said: "The only reason I'm supporting Romney is because he can win the election."

As Romney visits small towns in eastern Iowa, he's also doing countless interviews with the local media. He spent most of Wednesday morning talking to radio stations and small Iowa newspapers.

He's also relying on friends to help him make the sale.

Romney was dispatching surrogates from nearby states, including South Dakota Sen. John Thune, former Sens. Norm Coleman of Minnesota and Jim Talent of Missouri, to campaign in Iowa. Former Kansas Sen. Bob Dole was dialing influential activists Tuesday, including former state GOP chairman Steve Grubbs, who is a well-connected campaign operative in Davenport in the heart of Romney's eastern Iowa base.

"He made the argument that the candidate who has shown the ability to win by the effectiveness of the campaign he's run is Mitt Romney," said Grubbs, who worked on Dole's 1996 campaign. "At the end of the day, he was selling electability."

It's the case Romney will try to make in North Liberty, Waterloo and Ames on Thursday and in Des Moines on Friday.

Mindful not to ignore New Hampshire altogether, Romney planned events there Friday and Saturday. Four of his five sons will campaign in the state Thursday before heading to Iowa this weekend. His wife, Ann, will remain in Iowa all weekend, campaigning in the western part of the state. Romney returns to Iowa later Saturday.

moncler quincy: The Ministry of Railways urges the owner Construction to pay the project debt as soon as possible

The end of the year will be near, railroad engineering principal unit and Construction's day does not feel better. Reporter learned from the news public figure place that the Ministry of Railways will hold a time entire road's picturephone meeting in the near future, the subject will be urges various owners unit and the Construction before the Spring Festival like the number, appropriates as soon as possible falls behind the labor, the staff and the material business fund, reduces the stabilizing factor. ?if the peasant laborer cannot attain the money, this year anyone have not thought a good year.?Chinese Academy of Engineering academician, Moncler Sale hard tunnel vice-general technological calculation Wang Mengshu said. The news public figure said that is in charge of the work on the railway Ministry of Railways Vice-minister Lu Chunfang once at an internal symposium to attending various guests special company's mister repeatedly stressed must the year ago promptly the debt provide for the peasant laborer and the construction staff, maintains the stable aspect which the railroad constructs. The Ministry of Railways worried after the money gives out the owner unit, the latter cannot like the number payment for the Construction, the owner unit worry that after Qian Rushu uses in reimburses the debt, next year's construction investment money from where. Settles a debt has not arrived completely Since the second half of this year, the railroad construction project has presented the big area to shut down, the slow construction. Tianjin guarantees, expensively broad, line constructions and so on blue Chongqing line to have the varying degree interrupt, but interrupts the reason lies in the Ministry of Railways non-money to put into these projects the following initial cost. The Ministry of Railways has reported this situation promptly to the State Council aspect, in October, under State Council's coordinated, ministries and commissions and so on Ministry of Railways and Development and Planning Commission, Ministry of Finance, Banking Regulatory Commission after the consultation, approves by Development and Planning Commission to the Ministry of Railways 100,000,000,000 Yuan railroad construction bond, the country starts a business and so on banks to lend the Ministry of Railways 200,000,000,000 Yuan funds. Under these fund's prompt blood transfusion, the Ministry of Railways starts at the beginning of November one after another to vehicles Manufacturing firms and so on owner unit and north and south vehicle pays the account payable. However, settles a debt the work not to arrive completely at present. Too Bank of China Corporation's public figures said that they report for Ministry of Railways's debt are 40 hundred million, the wages has occupied 800,000,000, the peasant laborer wages occupies 750,000,000, staff wages 50,000,000 Yuan, other for material money for materials. At present, this company's peasant laborer wages fell behind the question already the basic solution above 90%, but the material supplier's debt still waited for solving. The above too Bank of China Corporation public figures said how also 10 - 1,500,000,000 funds can alleviate this difficult problem. A Shijiazhuang Railway station Work site's labor person, before their wages is generally the new year's celebration, disposable pays, usually the labor contractor delegates station manager will give them 100 many living expenses,Moncler Quincy these Qian in Cong the end of the year's wages will deduct, if in year, because some workers want to go home to do the farm work to leave, the wages ahead of time will also pay. But Beijing Shi Kezhuan Beijing Du Jiakan the work site worker said that their wages is generally fifth day of the fifth lunar month, Mid-Autumn Festival, the Spring Festival these traditional festival spot pays, generally technical worker's daily wages about 100 Yuan, technique content low about 60-70 Yuan. Will scale down is constructing the project investment next year Convene in December 23-25 in the national railroad workshop, Ministry of Railways Minister Sheng Guangzu expressed that this year the railroad initial cost estimate can only amount to 469,000,000,000 Yuan. With 600,000,000,000 Yuan which initially planned compared to, the disparity is really big, but next year's initial cost will be must reduce to 400,000,000,000 Yuan. Even so, whether will the railroad system public figure complete this planned investment to next year like number also to have many misgivings. In fact, each project newspaper the capital spending plan is scaled down for Ministry of Railways's in 2012 by the varying degree. For example the blue Chongqing railroad, blue Chongqing Corporation reports in advance for Ministry of Railways's investment cost is originally 185 hundred million, the Ministry of Railways only agreed that for 12,000,000,000 Yuan, the result which finally is coordinated is blue Chongqing Corporation, if can strive for to the bank loan, signs down the agreement, may enhance suitably to 14,000,000,000 Yuan investment costs. The Ministry of Railways urges to pay the project debt as soon as possible In fact, said according to blue Chongqing Corporation's public figures that at present will be blue the Chongqing line not yet the full amount the Ministry of Railways to dial down uses in paying off the debt the money full amount provide - - one will be must keep a part for the Construction before the Spring Festival spare, will also have is worried that next year whether the railroad construction investment's money will arrive. Some owner unit is hitting the quality earnest money the idea. According to the work on the railway construction rule, the Construction must give the owner the unit 10% project funds achievement quality earnest money, this is short to the cycle, the resilience small project does not calculate anything. But involved to blue Chongqing line this kind of time is 78 years, the project investment budgetary estimate reaches as high as 700 - 80,000,000,000 projects, was not a small expense. How to use to live easily to use this fund, or changes this idioplasm to guarantee the regulations suitably, is also some owner unit is studying the question. It is reported that the Ministry of Railways has done the special audit work to various owners unit's debt provide situation. However, in view of the fact that above all sorts of present situations and the reason, the actual situation cannot be specially ideal. Therefore,Moncler Jackets Women the Ministry of Railways must after the New Year's Day holds the conference to supervise this incident item specially.

(AP) ? The worst Nigeria offshore oil spill in more than a decade has been contained before reaching the West African nation's coast, officials with Royal Dutch Shell PLC said Monday, less than a week after one of its lines bled crude into the Atlantic Ocean.

An investigation into how the spill of less than 40,000 barrels ? or 1.68 million gallons ? happened remains ongoing, though company officials acknowledged workers only discovered the leak after seeing a sheen of crude in water surrounding its Bonga offshore oil field.

Meanwhile, Shell officials say the company will clean up another spill it discovered while containing its own ? highlighting how prevalent pollution remains in oil-stained Nigeria after more than 50 years of production.

"We can undeniably say we traced our oil ... and stopped it," said Cliff Pain, who manages the Bonga operation for a Shell subsidiary.

Shell organized a helicopter flight Monday for journalists to see the Bonga field ? controlled from a large ship as opposed to a stationary rig ? about 75 miles (120 kilometers) off Nigeria's coast. There, waters appeared free of the oil sheen as ships continued to patrol along the underwater lines linking the vessel to oil fields and transfer buoys for filling tankers.

The leak discovered Dec. 20 came from a break in a flexible line about 360 meters out from the vessel that sends oil to tankers, Pain said. While the vessel has a variety of gauges to check pressure on the line, it wasn't until daylight broke that workers noticed a sheen surrounding the Bonga vessel, he said.

It takes about 25 hours to fill a waiting tanker with 1 million barrels of oil from the vessel, Pain said. That means the leak could have spewed for hours before being noticed.

At its height, Shell statistics show the sheen spread across about 350 square miles (900 square kilometers), matching an estimate earlier issued by an independent watchdog group called SkyTruth. Nigerian government officials previously said the spill only affected an area a third that size

Using ships and aircraft, workers spread chemical dispersants to break up the oil, which also evaporated in the region's warm water and air, said Steve Keedwell, a Shell employee who helped oversee the cleanup operation. Shell ultimately stopped the sheen about 11 miles (18 kilometers) before it made landfall, Pain said.

However, workers then discovered a separate oil spill around the mouth of a river in Delta state, said Mutiu Sunmonu, Shell's Nigeria country chairman. Sunmonu said samples of the oil showed it came from a different source, though the company would clean it up as well.

"When I sighted it myself, my initial reaction was anger, but I told myself: 'You know, you just cannot afford to be angry, just deal with it,'" Sunmonu said.

The Nigerian group Environmental Rights Action, which monitors spills around Nigeria's oil-rich southern delta, has blamed Shell for the new spill. Nnimmo Bassey, the group's executive director, could not be immediately reached for comment Monday night.

Shell operates the Bonga field in partnership with Italy's Eni SpA, Exxon Mobil Corp., France's Total SA and the state-run Nigerian National Petroleum Corp. It produces about 200,000 barrels of oil a day ? around 10 percent of production in Africa's most populous nation. The field remains shut down and Shell officials offered no estimate Monday of when production could resume at a field vital to Nigeria's government finances.

Nigeria, an OPEC member nation producing about 2.4 million barrels of crude oil a day, is a top supplier to the United States. However, pollution from spilled oil stains its Niger Delta region, with crude lapping against beaches and leaving a black ring around creeks in an area about the size of Portugal.

Some environmentalists say as much as 550 million gallons of oil poured into the delta during Shell's roughly 50 years of production in Nigeria ? a rate roughly comparable to one Exxon Valdez disaster per year. Many blame Shell and foreign companies working in Nigeria for the pollution. However, Shell in recent years has blamed most of its spills on militant attacks or thieves tapping into pipelines to steal crude oil, which ends up sold on the black market or cooked into a crude diesel or kerosene.

Talking with journalists, Sunmonu acknowledged that the limited spill, open ocean and favorable weather had helped Shell quickly contain the spill. If it had been on land, the oil could have sunk into the soil, remaining there for years, he said.

It also would have pushed Shell into negotiations with village elders to clean up the spill, something it often contracts other companies to handle. Many view the company with hostility after its years in the delta, and its employees remain targets of kidnap gangs and militants.

"You don't have communities to contend with" on the ocean, Sunmonu said.
